To create a "colony," the smallest branch within the Empire, you will need a minimum of 5 paid members to fill the officers' roles:
Senator – Chief administrator. Runs monthly meetings.
Quaestor – Chief administrator of all Funds.
Judicator – Chief administrator of all marshal activities
Notarius – Chief administrator of all paperwork, including devices and meeting notes.
Censor – Handles administration of population. To include membership and recruitment
